Remember Joe and Petunia? The Cartoon Couple That Taught Us Lifesaving Lessons
WellEarned - July 21, 2025
If you watched telly in the late '60s and '70s, chances are you’ll remember Joe and Petunia, the animated couple who bumbled through danger, making us laugh and think.

The Setup
Joe, a tiny chap in pinstripes, and Petunia, with her big hat and oversized sunglasses, were voiced by the brilliant Peter Hawkins and Wendy Craig (later replaced by Brigit Forsyth). They weren’t villains but they were the sort who never quite read the signs, literally.

Here’s a look at their greatest (mis)adventures:
1. Coastguard
Perched on a cliff enjoying a picnic, Joe watches a man struggling at sea. Instead of dialling 999, he assumes the poor soul is waving a cheery hello. It’s not until the man shouts for help and a speech bubble spells it out that Joe finally acts. A sharp reminder: if you think someone’s in trouble at sea, call the coastguard.2. Flags
Back at the seaside, Joe spots a mermaid and wants to swim but Petunia wisely points out the red flag. A simple message: only swim where it’s safe and lifeguard-patrolled. Though in the end, it’s the mermaid swimming off with the lifeguard that puts Joe off…3. Country Code
On a country walk, Joe and Petunia wreak havoc: trampled crops, loose cows, a dog chasing sheep. Joe even delights in smashing bottles with rocks. The furious farmer can only sigh: “Why oh why can’t they follow the Country Code?” A lesson in respecting the countryside and the people who work it.4. Worn Tyres
The darkest of the four. Driving up a mountain, Petunia worries about their tyres. Joe brushes it off, until the car skids and crashes. The cartoon fades to real crash footage, with a grim warning: WORN TYRES KILL. Unforgettable, and deeply effective.Legacy and Lasting Impact
The series was digitally remastered in 2006 to celebrate the 60th anniversary of the Central Office of Information. One film was shown each week, and viewers were invited to vote for their favourite.

Even J.K. Rowling credited the name “Petunia” (as in Aunt Petunia Dursley) to a childhood memory of these films. Proof that the characters stuck in people’s minds long after the credits rolled.
Joe and Petunia may have been bumbling, but their messages were clear—and they helped shape a generation's sense of safety, all with a bit of chuckle and charm.
